I think there should be a special modified logo to indicate compliance

Too many logos would be confusing. I think we should let them use the logo
right now but indicate that in the future we will release test-suite and will
request testing of their implimentation to continue using the logo
(obviously giving enough time up to a year to fix if there are any problems
that are found).
