I did some research into this.

First off, Meng released the old website into the GFDL license.  That
appears to include logos.

The closest I can find for statement about licensing or restrictions
was when Meng posted:

                Logo available for slapping on your website
  
  I rendered some logos at different sizes.

I think it is a little late to be putting any restrictions on that
logo.


There was somewhat of a contest for a new logo earlier in Dec 2003,
but to the best of my knowledge, nothing really came of it.
