This ends up rejecting on neutral for domains like aol.com.
I should point out that AOL has a similar policy, except they track
reputation by IP address, and they unblock an IP they have blacklisted
after 3 days.
I am experimenting with a new reputation system (gossip) that tracks
on domain for SPF pass, but IP otherwise.
