If a type99 SPF record is found, don't even start looking for TXT.
I wish it were that simple. Too many (braindead) DNS servers timeout
when presented with a type99 query. The obvious algorithm of checking
type99 first, then check TXT if not found is unworkable thanks to these
antisocial beasts.
I understand there are problems. And yes, problems need to be fixed
or worked around.
But people publishing a workable type99 record deserve to be treated
as advertised.
Looking for TXT and, if not found, look for type99 is the opposite
of what is published IMHO.
