Not quite true.  They encourage the publication of spf2.0 records,
not v=spf1 records.

Um, actually I'd say they encourage v=spf1 records. Check out the
wizard:

Step 3 has the Scope set to Both by default, which creates a v=spf1
record, while MAIL FROM creates two records. One of those records opts
out of PRA (but according to many folks on the list MS doesn't seem to
pay attention too). Finally setting scope to PRA creates just a spf2.0
record.

Feel free to use migratus.com for a test domain in the wizard.
