SPF is about defining a list of authorized outbound mail servers for domains 
to send mail from.  How they receive mail is not relevant.

As an interim measure, if your uses send mail through their ISP servers and 
there are too many of them to list in your SPF record, you might publish a 
record ending in ?all.  ?all means to treat mail from servers not listed in 
the SPF record the same as no SPF at all.

To make an effective SPF record and use ~all and transitioning to -all you 
need a complete list of authorized servers (as you surmize).   You should 
plan on using SMTP Auth and having users send through your servers or partner 
with an SPF friendly provider that will do that for you.
