Why would this be?  Can't your users setup their outlook to use
your smtp server, and use the email submission port (if port 25
is blocked, as often is).

Am I missing something here?

By the way:  "~all" is _not_ what you want to end up with.  It is
"-all" you want.  (dash, not tilde).
