A Google search shows numerous complaints about this
back in 2006 and I see patches for the problem. I'm
wondering why the problem hasn't been fixed in the
current software -a year later.

Because we had a problem with a disappearing maintainer.  We're working on 
getting that straight now.  These sorts of problems seem to be pretty well 
absent in the current Debian Unstable packages, so you might have a look at 
their patches (those plus a few more are what I notionally have in mind for a 
1.2.6).
