I'm using apache fop.
I'v worked around this by adding a new table for every row. So instead of
one table with many rows I use meny tables with one row each.

Not sure ... I tested the code fragment with two XSL-FO engines before
posting it for you: Antenna House and RenderX and got the same two line
reservation in each table cell.
