Apparently our server is returning mime-types based on file extensions.
I changed the filenames so that they both have xml extensions and it works
as expected.

Your problem is that http://www.ppdm.org/xml/working/portfolio.xsl returns
"text/html" as content type, so Mozilla does interpret it as html and not
xsl. You can check it yourself, point your mozilla to
http://www.ppdm.org/xml/working/portfolio.xsl and see View/Page Info.
