So I guess I'm wondering, in a more general way, if I should be
suspicious of Xalan?
Saxon might do something different from Xalan here, but as I said
before, there is no right answer. In my English dictionary, "ad hoc"
appears after "adhere" and before "adjunct". So the collation Xalan is
using is right for some people, even if it's not right for you.
XSLT 2.0 provides much greater control over collations, though in the
end the set of collations provided is still implementation-defined.
