Amazing. Unless I'm misinterpreting the spec, this should be
interpreted as a file on host "c", with an incomplete port 
part, i.e. the URL is malformed.

Not quite. If the port is missing them the default port of the chosen
protocol should be used (80 for http, 21 for ftp, etc.)
