The first time you post to (any) w3c list you are supposed to be
directed to a web form where you agree to the w3c archiving your mail in
their archive servers. Your mail is blocked until the form is accepted.
I have known this fail before and require some manual intervention from
the list owner, although the public lists don't seem to advertise who
the list owner/moderator is in each case.
If you suspect that the list is broken, I'd contact
the team contact for the Working Group, whose address is listed at last line of
XSLT page http://www.w3.org/Style/XSL/
The list itself is clearly up, there were comments yesterday and today
on it.
