I suggest we start by explaining why Worcester, MA is
pronounced "Wooster".
English orthography is broken. We're not going to fix it in XSL.
Why not? Just do <xsl:template
match="Worcester"><Wooster><xsl:apply-templates/></Wooster></xsl:template>
