On the last <table-row> use:
(1) keep-together="always" to ensure it keeps together and doesn't break
any lines of the cells over the page
(2) keep-with-next="always" to keep the last row with the content that
immediately follows the table (following content that is not the footer,
the footer will show up on the new page based on your geometry choices and
static content)
Tested with XEP 3.6.1.
