Yes it is, and yes they (we) have.
Check out the document() function. Retrieve your
external configuration
into a node-set with an expression like:
<xsl:variable name="styles"
select="document('styles.xml')"/>
And then traverse it to retrieve its values with
expressions like
<fo:block
space-before="{$styles/*/chapter/space-before}"/>
