The only time you need to use xsl:element is if you want to generate
the element name dynamically
you can go
<xsl:element name="{concat($foo,substring(.,2))}">....
but you can not go
<{concat($foo,substring(.,2))}> ...
The other use is as a way of avoiding namespace aliasing and generateing
elements in the xsl namespace
<xsl:element name="xsl:for-each">
generates an <xsl:for-each element but of course
<xsl:for-each
would be executed as xsl code.
