For XSLT 2.0, there's a schema published in the spec.
For XSLT 1.0 there's a DTD published in the spec, but it's not very much
use because of literal result elements.
Asir Vedamuthu wrote a schema for XSLT 1.0, try googling for it.

Does anybody know of a Schema or DTD for the XSLT language?
With some success I'm using an XML editor that is able to
follow a validation scheme while creating an XML resource. It
hasn't to be 100% - it will not be used for validation.
