Maybe another approach that might help with this is to develop a
comprehensive set of test cases that could empirically determine
what types of optimizations a processor provides. If these test
cases became well known as benchmarks for XSLT processors, in
the long run the developers of XSL processors would build in
the optimizations required. That should go a long way to having
predicatable performance across processors. Of course, doing such
a thing would require considerable discussion and effort.
