Since ASCII is a subset of UTF-8, an XML file created using ASCII +
entities should be correctly read if the reader assumed it
was UTF-8.
That is, there should be no harm in
writing some (most?) UTF-8 characters as entities. (or am I missing
something here?)
What does XSLT 2.0 say about needing the xml declaration for
such encodings?
Is US-ASCII such an encoding?
There is a last call comment (which I consider to be a perfectly
reasonable request) asking us to add US-ASCII to the list. I guess we
will have to use words such as "any encoding supported by the processor
that can be correctly decoded by a UTF-8 decoder", or something to that
effect.
