Yes, according to the Recommendation. An empty block has a size of zero
and, therefore, doesn't take up any space on the page.

Empty blocks are, indeed, empty ... they have no size ... you cannot see them.
Your software is broken to show empty lines anywhere, regardless if they
are inside or outside of a table.
