Regardless of the form of schema I use .NET creates
<ERROR a='data' ...></ERROR>
Rather than the expected form of
<ERROR a='data' .../>
They are specified as being the same thing in the XML spec
No XML application will distinguish them. An XSLT system may output them
in either form.
