Hi,

There is an actual '?' in the html source, so It would appear 
that the 
XSLT has transformed some other character from the XML to 
make question 
marks.

Check the XML source, is there the QUESTION MARK character there, too? Might be 
that the XML document is being read in using a wrong character encoding; XSLT 
engines are pretty solid these days, usually it's the IO in and out that 
corrupts characters.
