Is there any reason in particular why you can't do, for instance :

<xsl:text>Upon pressing submit you are agreeing to the Terms and
Conditions on </xsl:text>
<a href="http://www.bell.ca" target="newwindow">bell.ca</a>
<xsl:text> the terms and conditions on Bell's site</xsl:text>
</xsl:template>
?
Remember that the 'tags' are, especially in this case, valid XML, ergo valid
XSLT code.
