Is there a design pattern that lets me code this functionality in one
single stylesheet?
xslt 2 drafts have a next-match feature which is basically like
apply-imports but not restricted to imported templates.
short of that, in simple cases you can use modes
By default your default mode just calls mode x
<xsl:template match="*">
<xsl:apply-templates select="." mode="x"/>
</xsl:template>
all your real transform happens in mode x
<xsl:template match="sect" mode="x">
....
</xsl:template>
then you just need
<xsl:template match="*[(_at_)revisionflag]">
wrapper code
...
<xsl:apply-templates seelct="." mode="x"/>
...
</xsl:template>
