<xsl:variable name="external-doc" select="document($path)"/>
since you did it that way, document() is getting a string so interprets
it relative to the stylesheet.
If instead you did
<xsl:variable name="external-doc" select="@href"/>
Then document() would be getting a node set so would interpret it
relative to the node selected by @href, so most likely your source
document.
