You mean, you want to generate XML that isn't namespace-well-formed (because
it contains undeclared prefixes)?
No, the original poster wanted to generate a document that is
namespace-well-formed, but with the namespace declarations hidden inside
a default dtd declared attribute.
XSLT can't do that.
