Ah. I wouldn't have guessed:-) The spec doesn't distinguish between
these cases, they are both an integral part of the definition
of import
precedence.
It does distinguish between them when it comes to apply-imports, however.
xsl:apply-imports, uniquely, only considers descendants in the import tree;
it doesn't look at everything with lower precedence.
