As far as UI is concerned it seems that to do it right it should be
completely skinnable with several skins to choose from to start with
and an explanation of how to create your own...

Do you have a blog you read that you like the look of?

What metadata do you think is needed to filter for your needs?
Does DC ... No, not David Carlisle, Dublin Core (sorry) cover those
needs? If not what else could you use?

These sort of suggestions sought.
