Sorry. I thought you were just formatting some boilerplate.
For arbitrary breaks, the XSLT processor needs to be able to recognize
something, so you need an element in the middle of the text, thus:
<para1>Banana Strawberry<break/>Grape Cherry</para1>
Then you can do:
<xsl:template match="para1">
<p><xsl:apply-templates/></p>
</xsl:match>
<xsl:template match="break">
<br/>
</xsl:match>
I do that for inline formatting (italics, bold, etc.).
Just tested with Saxon 8.4.
By the way, you could use <br/> in the source. Then the template would be:
<xsl:template match="br">
<br/>
</xsl:template>
You could use copy-of and other ways to do an identity transform, but
those are more typing for the same thing in this case.

Anyway, you can do something like this:
<xsl:template match="para1">
<p><xsl:value-of select="substring-before(., 'The Department
seeks')"/><br/>The Department seeks<xsl:value-of
select="substring-after(., 'The Department seeks')"/></p>

This works fine if the text in the XML tags remains the same. If I have a
user updating the XML document changes the text in XML tags, this code
will
no longer work. In my case, the user updating the XML document will have
no
access to the XSL Stylesheets.
Is there a more generic way of including a line break at any given point
in
an XML tag? As would normally be done in HTML using the "<br/>" tag?
