Re: xsl:include and "Keyword div may not be used here"

I'm only guessing, but I don't quite see why you've specified
"http://www.w3.org/1999/XSL/Transform"; as the default namespace for
skeleton.xsl. The div element is not part of XSLT, and that's probably
why you get the error.

L:\IntraDevl\Docs\Includes_Xsl\skeleton.xsl

<?xml version="1.0" encoding="UTF-8" ?>
<stylesheet     version="1.0"
        xmlns:xsl="http://www.w3.org/1999/XSL/Transform";
        xmlns="http://www.w3.org/1999/XSL/Transform";>

Try removing the default namespace altogether, and add the xsl
namespace to the stylesheet element:

L:\IntraDevl\Docs\Includes_Xsl\skeleton.xsl
==================================
<xsl:stylesheet version="1.0"
      xmlns:xsl="http://www.w3.org/1999/XSL/Transform";>
...
<div></div>
...
</xsl:stylesheet>
