I'm only guessing, but I don't quite see why you've specified
"http://www.w3.org/1999/XSL/Transform" as the default namespace for
skeleton.xsl. The div element is not part of XSLT, and that's probably
why you get the error.

Try removing the default namespace altogether, and add the xsl
namespace to the stylesheet element:
