The idea is: you use qnames in attribute values for referencing elements
in XML.
The "prefix" bar in in the start-here/@type cannot represent the real
namespace xmlns:bar="www.super.org/aa"
The relevant namespaces are defined in scope of particular elements.
This type of namespace abuse in attribute values is in WSDL 1.0..

sorry your sample input doesn't have an xx element 9so I'm not sure
where you want this remplate to run. In particular I don't know what
namespaces are in scope at that point. Also you didn't really say what
you did mean. No element in your example input had a type attribute.
