No-one is being theoretical here. You can use XSLT 2.0 by downloading Saxon

Your choices here are to use a processor that implements the draft XSLT 2.0
spec, or to use a vendor-specific extension to an XSLT 1.0 processor.

I don't intend to go theoretical here. If this is XSL 2.0 and
if there is no
actual (freely available) piece of software which executes
it, it is of
little help. I am happy to hear from the opposite, in case I
am mistaken.
Also I would be interested in an example of xalan:write....

Yes there is - it's in XSLT 2.0 -
http://www.w3.org/TR/xslt20/#element-document.
But it does something different. The instruction needed here is
xsl:result-document.
