I not quite sure if creation of DTD's is out of the scope of this
list, if so kindly point me in the right decision.
DTD creation is off-topic for XSL-List.
(I reject the assumption that unless we can identify a suitable
alternative it must be on-topic here; we cannot be all things to
all people. This is a list about XSL.)
