Convert xml to another xml structure.

Hi, 

I have the following XML element.

<X1 level=1/>
<X2 level=2/>
<X3 level=3/>
<X3 level=3/>
<X2 level=2/>
<X3 level=3/>
<X2 level=2/>

Is it possible to arrange this XML to the following
XML element using XSL and using level attributes.

<X1 level=1>
 <X2 level=2>
   <X3 level=3/>
   <X3 level=3/>
 </X2>
 <X2 level=2> 
   <X3 level=3/>
 </X2>
 <X2 level=2/>
</X1>
