you just want an identity template

<xsl:template match="*">
<xsl:copy>
<xsl:copy-of select="@*"/>
<xsl:apply-templates/>
</xsl:copy>
</xsl:template>

plus one template that duplicates

<xsl:template match="group[(_at_)section='basic']">
<xsl:copy>
<xsl:copy-of select="@*"/>
<xsl:apply-templates/>
</xsl:copy>
<xsl:copy>
<xsl:copy-of select="@*"/>
<xsl:attribute name="section">basic-alt</xsl:attribute>
<xsl:apply-templates/>
</xsl:copy>
</xsl:template>
