Thanks David. I tried this, but what is happening now
is that all the Note elements in the entire document
now appear right above level1.

first have a template for notes that does nothing
<xsl:template match="note"/>
then when you apply temnplates to your input you
will get
1.Some text here
2.Some text
Then before applyying templates you wnat to process
all notes so

<xsl:template match="root">
<xsl:for-each select=".//note">
Note: <xsl:apply-templates/>
</xsl:for-each>
 <xsl:apply-templates/>
</xsl:template>
