Well, the TOC and actual content are created via separate templates, so
it looks like that won't quite work, as each link ends up having a
different ID than the anchor that is generated.
no generate-id (which Andrew suggested) or xsl:number (which I
suggested) will generate the same number even if executed in different
templates, so long as the current node is the same in each case.
