use the from attribute on xsl:number to limit how far up the tree it
goes. (or use substring-after($n,'1.') if you prefer)

Or just count the elements you want to count; in this case, that might be

<xsl:number count="ruleItem//ruleItem" format="1.1"/>

(It's impossible to say for sure without seeing the input data.)
