In my fo example when I define

"keep-together=always", I want that XEP
will take value which is less than
space-before.optimum.It could be as small as
space-before.minimum, but it just take
space-before.optimum.
Any ideas please.
Thank you in advance

XSL-FO does not compress vertical justification on a page.

XSL-FO Section 4.3 discusses these length component values you cite are used for arbitration between sequences of space specifiers. These values are not used in a balancing of information on the page through compression of vertical spacing.

Unless XEP offers an extension, there is nothing in XSL-FO that requires XEP (or any other XSL-FO processor) to implement what you ask for.

I hope this helps (though I recognize it isn't what you wanted).
