FIXED TERM APPOINTMENT UNTIL 31 DECEMBER 2008


We are looking for a Technical Project Manager specialising in
XML-based automated publishing, with the ability to manage
documentation projects. The selected candidate will work under the
supervision of the Head of the Production Unit in the Publications
Division of the Public Affairs and Communications Directorate (PAC).
S/he will work closely with the unit's Project Manager and will be in
charge of software development in the Publishing Systems section
(PAC/PS). Being a trained systems analyst/architect s/he will be
responsible for the technical coherence and interoperability of all
projects and will head a team of developers in charge of completing
and monitoring specific projects, and supervise any external
development. The job will involve development work. The profile of the
post-holder should permit taking on increased technical management
responsibility within the team over time.
        
        

        Job Duties:
        
1. Design, co-ordinate and complete successive technical development phases

• Participate in the successive technical phases of computer projects
and the evolving and corrective maintenance of applications.
• Develop the requisite technical design and architecture options;
draw up technical standards on the basis of functional specifications;
develop programmes as specified; share them out among the team of
developers; monitor and validate the technical aspects of in-house and
external work
• Implement the testing of developed applications, including acceptance tests.
• Draft technical documentation.
• Liaise with the Project Manager in charge of implementing the
Publications Information System and the other Project Managers.
• Act as Technical Project Manager on projects related to the
evolution of the Production systems.

2. Set up technical methods and good practice for programme quality
and performance

• Provide methodological input and promote an architecture-based
approach within the development team. Organise skills transfers where
necessary.
• Draft norms and standards in areas such as technology, programming
methods, code structure and source management, as well as technical
documentation. Ensure compliance with norms and standards by the
development team working on the projects. Adapt existing technical
systems/architectures in line with good practice.
• Consolidate technical infrastructure and internal PS procedures for
each of the technical phases in projects (development, integration,
production), and for incident management.

3. Management of the development team

• Play a lead role in coaching, managing and enhancing the performance
of the technical team in the PS unit.
• Assist the PS unit manager in performance management, skills
management planning and goal-setting for the projects required by the
Publications Division.
• Draw up the workload planning schedule.

4. Reporting

• Set up the appropriate reporting and planning tools and provide the
Head of Unit with regular statistics.
        

        
Qualifications: education, experience, communication and languages
        
1. Education and experience

• A higher education qualification in computing (school of engineering
or university).
• Solid background in XML-based publishing and sound experience of
modelling methods (XML and UML or entity relationships).
• At least 3 years' experience of project development/technical
management, and some experience of incident analysis and
standard-drafting.
• At least 5 years' development experience in computer and
documentation systems.
• Project management skills.

2. Key competencies

• Good general knowledge of technical architectures used in the OECD:
XML (XSLT, SAX, DOM), .NET, C# and web services, SQL Server, Web
technology and 3-tier architecture).
• Strong team spirit, independence and pragmatism. Good interpersonal
skills. Ability to organise and run working groups. Curiosity, ability
to communicate, a sense of order and intellectual rigour are further
qualities required for this post.
• Ability to find basic information and acquire further technical
skills as required.
• Computer skills in ASP, ASP.NET, JavaScript, .NET/C# and data access
via Recordset or WebService, XML (XSLT, DOM, SAX), ability to write
DTD and schema, HTML, CSS, SQL SERVER database and MTS/COM+ (or DNA
Architecture), Visual Studio .NET 2003, Visual SourceSafe.
• Knowledge of desktop publishing and graphic design tools such as
FrameMaker, Indesign and Acrobat would be an advantage.
• Practical experience of Microsoft Office applications.

3. Communication and OECD official languages

• Proven ability to form good working relations with OECD staff and
users of information management systems in various fields relating to
publishing (authors, editors, pre-press), to understand and formulate
their needs, and to develop specifications for appropriate systems.
• Proven ability to establish and maintain good working relations with
in-house and external information-technology specialists, in order to
acquire broader skills and solve specific problems.
• Excellent knowledge (both written and oral) of one of the official
languages of the Organisation (English and French) and working
knowledge of the other.
• Excellent knowledge of technical English and good drafting skills in
both English and French.
• Proven ability to draw up technical reports and documentation in English.
• Ability to explain clearly and concisely (in writing and orally) the
aim and findings of analytical work, technical solutions and R&D work,
as well as the ability to present them and communicate with users at
every level.


NB. The appointment may initially be made at the level immediately
below if the qualifications and professional experience of the
selected applicant correspond to that level; in this case, the duties
and responsibilities assigned to the post will be adjusted
accordingly.
