If there is it isn't official or normative because W3C Schema doesn't express the semantics needed. For example, <baslic-link> has a requirement for exactly one of two available attributes, and this constraint cannot be expressed using W3C Schema.

RELAX-NG Schema is sufficiently powerful enough to express the constraints, but I haven't seen an implementation.

Given that XSL-FO engines do their own validation, what is your objective in finding such an artefact?
