given a global variable, say

<xsl:variable name="ftn" select="('*','**','&#x02020','&#x02021')"/>

Then $ftn[4] would make a double dagger, so it should be fairly easy to
get from a numeric value returned by xsl:number or position() or a
per-page extension numbering function to the symbol that you want.
