By moving them to the DTD I ensure that all the declarations were
consistent across the XSL's,
I think that it is far better to use a stylesheet that you import or
include rather than relying on dtd references. apart from anything else
it makes the file containing the definitions be an xslt file so amenable
to the usual syntax checking in editors.
