Yes, there's a .NET API published on www.saxonica.com - follow the link to
Documentation.

It's not the same API as the Microsoft processor (mainly because MS chose to
use concrete classes rather than interfaces in defining their API).

In reading on the Saxonica site it seems I *HAVE* to use 
either JAVA 
or .NET is this true?

Yes.

I want to install it as a standalone processor on a windows
2000/2003 server and access the saxon processor from my standards 
based css/javascript/asp/xml/xsl pages.

Is this possible? 

Yes. By installing Java or .NET.
