No, it's worse than that.
Comments have no child nodes to process, so apply-templates in the context
of a comment is a no-op.
What the OP wants is <xsl:value-of select="."/> (to write out the string
value of the comment) or <xsl:copy-of select="."/> (to copy the comment).
