I've just clicked on that link and it took rather more than 20 seconds to
respond. I should think the message means exactly what it says.
It's possible to change the timeout by setting Java system properties: see

trying to harvest information from wikipedia with document()
I get the error message

[which says: "err:FODC0005, invalid argument to fn:doc"]
Where does this problem comes from? XSLT-proc? My System? The
Wikipedia-Server?
Is there anything I can do about this?
