It sounds like an excellent idea.  Are you volunteering?

If I had time I would. Would be better if one or a subset of the Saxon
development community did it.

Another alternative is to implement a XSLT processor on top of
Apache's Xerces :-

   http://xerces.apache.org/

Theres a C++ version as well as Java and Perl.

Oh, sorry the Perl "version" is just a C++ wrapper.
