If you don't want to use different URIs in the importing
stylesheets, you can also use a cataloging system or a
packaging system like the one from EXPath ;-)
Yes, this sounds very much like a use case for the stuff Florent has been
describing at XML Prague this morning.
Also, of course, many people do this kind of thing using OASIS catalogs.
Generally, URI redirection seems a better architectural approach than
building in conditional logic to the include/import.
