In case issue 13 is decided in favor of this feature being 
optional, then exactly the opposite effect of portability 
will be achieved.

I'm not arguing either way on this, but if all processors running on web
servers offered the feature, but some processors running on phones didn't,
then many users would still be able to write portable applications that
worked on all the environments they cared about.
